Charleston Mills Homeowners Association was formed to make Charleston Mills an amazing neighborhood providing convenient facilities and creating an active community of friends and families! The Charleston Mills Homeowners Association will preserve the current common areas and future amenities by keeping them in pristine condition. The neighborhood dues collected for the Charleston Mills HOA assist in maintaining a splendid atmosphere and providing a comfortable lifestyle.
There is something for everyone at Charleston Mills. Enjoy taking a stroll in the evening, celebrating holidays with fellow neighbors, or lounging by the community pool. The Board of Directors for this neighborhood encourages Charleston Mills to create committees in the neighborhood to head up social events, monitor the Covenants, and advise on the Architectural improvements homeowners will be making. Each homeowner can have input in their neighborhood to tailor the community activities to fit the homeowner’s desires.
A neighborhood home owners association is a nonprofit corporation that is created to preserve and enhance the values and amenities of the community. The association is comprised of individuals who own property in Charleston Mills and it is a legal entity (Articles of Incorporation have been filed with the Secretary of State of Alabama).
If you own property in Charleston Mills you are a member. Owning property automatically as well as legally makes you a member of the Charleston Mills Homeowners Association. In order to be a member in good standing, you must see ensure your annual dues are paid to the Association on time. The Charleston Mills fiscal year begins each January 1st and runs to December 31st. If you move or rent your home, it is your responsibility to notify the closing attorney and the HOA of your move and dues obligation.
The Board of Directors is comprised of the Declarant and members who volunteer their time to the Association in an advisory capacity. The Board conducts business according to an established set of rules known as By-Laws. The Association Board administers, enforces and defends the covenants, restrictions and agreements to preserve the architectural and general appearance of the properties within Charleston Mills. Funding for this purpose is obtained from annual dues paid by the property owners.

The Charleston Mills Homeowners Association Covenants are an agreement between the homeowner and the Association that each will abide by a specific set of standards. By doing so, the attractiveness and overall quality of life in the neighborhood is maintained; and the values of our properties can be preserved over time.
Yes. Failure to do so has potential legal implications. In order to secure a title for a property within Charleston Mills, the prospective homeowner must sign a contract which establishes an agreement between the homeowner and the Association.
Legally, you must pay your annual assessment on time and comply with certain requirements set forth in the Covenants. There are also opportunities to serve the Association as a committee member, as a committee leader, or as a member of the Board of Directors. Please consider serving. Charleston Mills Homeowners Association is always looking for volunteers!
Any change or additions to the exterior of your home or to the exterior of your property (house, landscaping, fencing, etc.) must be reviewed and approved by the Architectural Review Committee. Neighborhood property inspections are conducted weekly to ensure that every homeowner is abiding by the Homeowners Association Covenants. To maintain the uniform look of the community all additions of garages/outbuildings, fences or exterior décor of the homes shall be subject to the approval of the Homeowners Association Architectural Review Committee (ARC). Every submission application will be reviewed within 30 days of the date that the plans are received.
Annual assessments of $350.00 are due on January 1. The Board allows homeowners until February 1st to pay the dues without incurring a late fee. On March 1st , a $25.00 fee will be added to any unpaid accounts. If dues are still unpaid, there will be a second notice received by the homeowner. If dues are still unpaid after the second notice is received, the account will be turned over to an attorney for collections or a lien will be placed on the home.
The owners of each property are required to keep their yards in a neat and clean manner. *HOA dues are subject to change. The assessment pays for the following:
- Maintenance of our common areas
- Landscaping the common areas, including mowing grass, trees, shrubs and flowers, and clubhouse and pool maintenance.
- Utilities (water, power) for the common areas.
